PROJECT ACCOUNTANT

RIGHT TO DREAM, GHANA

Right to Dream Ghana Ltd is delivering a flagship, multi-million-dollar football academy near Accra, combining elite training facilities, accommodation, education, and high-performance support. As construction begins, we are seeking a Project Accountant to protect the project’s financial integrity from design to commissioning and closeout.

Reporting to the Head of Finance, Ghana with a dotted line to the Project Manager, the role will oversee budget control, cost tracking and forecasting, contractor payments, statutory compliance, contract administration, and clear financial reporting across the three-year project — ensuring every cedi is properly authorised, accurately recorded, and transparently reported in collaboration with project teams, group finance, auditors, and contractors.

KEY RESPONSIBILITIES

Budget Management & Cost Control
• Develop, implement, and maintain the project budget in line with the approved capital expenditure plan.
• Track committed versus actual spend and produce monthly cost-to-complete forecasts.
• Monitor variances, flag overspend risks early and recommend corrective action.
• Maintain the Bill of Quantities (BOQ) financial tracker in collaboration with the Quantity Surveyor.

Financial Accounting & Reporting
• Maintain accurate books of account in compliance with IFRS and the Ghana Companies Act 2019 (Act 992).
• Prepare monthly management accounts, CAPEX reports, and rolling cash-flow forecasts.
• Produce quarterly financial reports for the Project Team and for group consolidation packs.
• Coordinate the annual statutory audit and serve as the primary liaison with external auditors during the academy construction phase.

Contractor & Vendor Management
• Work with the project team to develop and maintain contract administration.
• Verify contractor invoices, interim valuations, and payment certificates against contract terms and works progress.
• Administer retention accounts, performance bonds, advance payment guarantees, and liquidated damages provisions.
• Process domestic and international payments with complete supporting documentation.
• Maintain a register of contract variations and assess their financial impact.

Cash & Treasury Management
• Manage the project bank accounts and perform daily/weekly reconciliations.
• Forecast cash requirements and coordinate timely funding drawdowns from the group.
• Monitor FX exposure on USD/EUR-denominated commitments and recommend hedging strategies where appropriate.
• Build and maintain effective banking relationships with our bank contacts.

Statutory Compliance & Tax
• Ensure full compliance with Ghana Revenue Authority (GRA) obligations, including VAT, Withholding Tax, PAYE, NHIL, GETFund Levy etc.
• Submit timely returns to GRA, SSNIT, Tier-2 trustees, and the Office of the Registrar of Companies.
• Manage import duty and tax exemption applications where applicable.
• Maintain transfer-pricing documentation for inter-company transactions with the parent group.

Internal Controls & Governance
• Design and enforce financial policies, procedures, and segregation of duties tailored to the project environment.
• Establish and maintain a robust fixed asset register and conduct periodic physical verification.
• Implement procurement and approval workflows in line with the group's procurement policy and authority matrix.
• Identify, escalate, and mitigate financial risks including fraud, leakage, currency volatility, and contractor default.

Stakeholder Management
• Act as the primary finance point of contact for the Project Team, Group finance team, and external advisors.
• Build effective working relationships with the Project Manager, Quantity Surveyor, project contractors, and consultants.

QUALIFICATIONS & EXPERIENCE:


Qualifications
• Bachelor’s degree in accounting, finance, or a related discipline from a reputable institution.
• Fully qualified accountant: ICAG, ACCA, CIMA, CPA, or equivalent recognised body.
• Minimum of 3–5 years of post-qualification experience, including at least 2 years on a capital project, construction, or infrastructure assignment.

Experience
• Demonstrated experience preparing financial statements under IFRS.
• Working knowledge of Ghana's tax legislation and regulatory environment.
• Hands-on experience with ERP / accounting systems (e.g., Sage, QuickBooks, Microsoft Dynamics, SAP, or similar).
• Advanced Microsoft Excel skills, including financial modelling, pivot tables, and lookups.
• Strong analytical and numerical skills with meticulous attention to detail.
• Excellent written and verbal communication, including the ability to translate financial information for non-finance stakeholders.
• Sound commercial judgement and the confidence to challenge constructively.
• Capable of working independently with limited day-to-day supervision.

Knowledge and Skills
• Strong knowledge of accounting principles (IFRS) and bookkeeping practices.
• Proficiency in accounting software and Microsoft Excel.
• Good understanding of budgeting, grant reporting, and audit procedures.
• Strong analytical and numerical skills.
